新能源汽车通过充换电设施与供电网络相连，构建新能源汽车与供电网络的信息流、能量流双向互动体系，可有效发挥动力电池作为可控负荷或移动储能的灵活性调节能力，为新型电力系统高效经济运行提供重要支撑。车网互动主要包括智能有序充电、双向充放电等形式，可参与削峰填谷、虚拟电厂、聚合交易等应用场景。为深入贯彻中央全面深化改革委员会会议有关精神，积极落实《国务院办公厅关于进一步构建高质量充电基础设施体系的指导意见》（国办发〔2023〕19号）有关要求，充分发挥新能源汽车在电化学储能体系中的重要作用，巩固和扩大新能源汽车发展优势，支撑新型能源体系和新型电力系统构建，现提出以下意见。
On October 26, 2023, the highly anticipated 2023 Shaanxi Distributed Photovoltaic Forum was held in Xi'an. This forum has attracted more than 300 industry experts, entrepreneurs, policy makers, researchers, and other representatives to actively explore industry hotspots and pain points, pulse industry development trends, effectively connect resources, technology, information, and scientific and technological achievements, deepen exchanges and cooperation, and further tap the development potential of the photovoltaic industry in Shaanxi region. Professor Du Bo, Director of the "Carbon Neutrality" Legal Research Center at the School of Humanities and Social Sciences of North China Electric Power University and Chief Researcher at the Huawo New Energy Legal Policy Research Center, delivered a keynote speech on "Legal Risk Prevention and Dispute Resolution of Photovoltaic Projects" at the conference.
为深入贯彻党的二十大精神，全面落实党中央、国务院决策部署，准确把握电力系统技术特性和发展规律，扎实做好新形势下电力系统稳定工作，加快构建清洁低碳、安全充裕、经济高效、供需协同、灵活智能的新型电力系统，保障电力安全可靠供应，推动实现碳达峰碳中和目标，提出以下意见。

为规范电力现货市场运营和管理，依法维护经营主体的合法权益，推进统一开放、竞争有序的电力市场体系建设，根据《中共中央 国务院关于进一步深化电力体制改革的若干意见》《中共中央 国务院关于加快建设全国统一大市场的意见》《关于加快建设全国统一电力市场体系的指导意见》（发改体改〔2022〕118号）和有关法律、法规规定，制定本规则。
为加快推进电力市场建设，规范电力现货市场的运营和管理，我们组织制定了《电力现货市场基本规则（试行）》。现印发给你们，请遵照执行。
From September 21 to 22, 2023, representatives from the Huawo New Energy Law and Policy Research Center participated in the second China (Hebei) New Energy Industry Summit held in Shijiazhuang, Hebei Province. 实施农村电网巩固提升工程，提升农村地区电力保障水平，是更好满足人民美好生活需要的内在要求，对巩固拓展脱贫攻坚成果、促进乡村振兴具有重要意义。为更好促进农村电网发展，保障农村经济社会发展和农民群众生产生活用电需求，推进城乡电力服务均等化，推动构建农村新型能源体系，现就实施农村电网巩固提升工程提出如下意见。
